1 Cook the tortellini according to the package directions, omitting any oil and salt. 2 Drain well and cool slightly. Use a large bowl, and mix the tortellini, shrimp, cheese, green onions, red pepper, and 1 tablespoon basil. 3 In a small bowl, mix the vinegar, oil, remaining 1 tablespoon basil, and mustard, and toss with the pasta mixture, and refrigerate until ready to serve.
