1 Preheat the oven to 375 degrees. 2 Layer half of the potatoes, ham, and onion in an 8-by-8-inch baking dish sprayed with butter-flavored cooking spray. Repeat layers. 3 Mix together the dry milk powder, water, mushroom soup, mustard, parsley flakes, and black pepper. Pour this mixture evenly over the potatoes. 4 Sprinkle paprika over the top. 5 Cover, bake for 45 minutes, remove from oven, and then let set for 5 minutes. 6 Cut into 6 equal pieces and serve!
