Directions
1 In a medium skillet heat oil over low, then add onion, celery, and garlic, cook and stir mixture for 3 minutes, and add broth and bulgur to skillet.
2 Bring mixture to a boil then reduce heat to low, cover, and allow to simmer 10 to 15 minutes or until bulgur is tender and all the liquid is absorbed, then transfer to a large bowl and cool to lukewarm.
3 Preheat the oven to 375 degrees F. Stir egg substitute, soy sauce, cumin, paprika, and pepper into the bulgur mixture. Take 6 tablespoons chili sauce and ground turkey and add to the bulgur mixture in skillet and stir ingredients together well until blended.
4 Take turkey mixture and pat into a greased 8 1/2X4 1/2-inch loaf pan and top the mixture with remaining 2 tablespoons of the chili sauce.
5 Place the meat loaf into the oven and bake for 45 minutes or until the meat loaf has browned and the juices run clear, then let stand for 10 minutes and remove from pan. Cut into 10 slices and serve.
