0.75 cup wheat, bulgur, dry
0.75 cup cold water
1 tbsp vegetable oil
4 tbsp fresh lime juice
1.5 tsp ground cumin
1 tsp oregano leaves , dried
0.25 tsp salt
1 pinch ground cayenne (red pepper) (optional)
6 fresh green onions , chopped
1 medium red bell peppers , chopped
2 tbsp chopped parsley
4 piece fresh romaine leaves


Directions
1 Pour the water into a saucepan and bring to a boil. Put the bulgur in a bowl and pour the boiling water on top. Let sit for about 30 minutes.
2 Mix together the oil, lime juice, cumin, oregano, salt, and cayenne. Stir in the bulgur, onions, red bell pepper, and parsley then fluff.
3 Chill in the refrigerator. Put the lettuce leaves on 4 plates and top with the bulgur mixture.
