1 Pour oil into a nonstick skillet and place over medium-high heat. Sauté the garlic for 30 seconds. 2 Add peas and bell pepper. Sauté for about 2 to 3 minutes. Stir in the basil, sugar, lemon rind, salt, and pepper. Sauté for 30 seconds. 3 Add lemon juice and sauté for another 30 seconds.

You can use red or green peppers as well.
