1 In saucepan, heat oil over medium. Sauté onions 5 minutes, until translucent. 2 Add water, cover, and increase heat to high. Cook 5 minutes, stirring frequently. 3 Add bell peppers and hot peppers, lower heat to medium. Cook, covered, stirring often, for 5 minutes. 4 Add tomatoes, mix well, and simmer 15 minutes, until onions and peppers are soft. Add salt to taste.
