Directions
1 Spray a nonstick skillet with the cooking spray. Sauté the onion, garlic, and bell pepper for 2 minutes over medium high heat.
2 Place the mixture on a plate.
3 Coat the steaks with the Worcestershire sauce and flour. Sprinkle with pepper.
4 Cook the steaks in the skillet for 1 minute then turn over and cook for another minute.
5 Decrease the heat to low and add the onion mixture. Mix in the tomatoes and sprinkle the basil, thyme, and cloves over all. Simmer, covered, for about 10 minutes.
6 Remove the meat from the skillet and place on two separate plates.
7 Increase the heat to high and continue to cook the onion mixture for 3 minutes, stirring often.
8 Spoon the pan drippings and the onion mixture on top of the steaks.

The cloves are optional.
