Directions
1 Combine the tomatoes, onion, celery, and fresh parsley in a large covered saucepan and cook over medium-low heat for 10 minutes.
2 Pour mixture into a blender and blend for 30 seconds.
3 Combine skim milk and flour in a large covered jar and shake well to blend.
4 Spray butter-flavored cooking spray on the bottom of a large saucepan, and pour milk mixture in. Cook over medium heat until mixture starts to thicken, stirring constantly.
5 Stir in tomato mixture, parsley flakes, and black pepper. Lower heat and simmer for 10 minutes.
