Directions
1 Preheat oven to 425 degrees F. Coat a baking sheet with cooking spray and set aside.
2 Mix together the all-purpose flour, baking powder, baking soda, salt, sugar, and orange rind.
3 Use a pastry blender to mix in the margarine until mixture becomes coarse.
4 Mix in the dried fruit and then the buttermilk, stirring just until ingredients are moistened.
5 Spread the 1 tablespoon of flour over a work surface and knead the dough out on the surface 10-12 times.
6 Roll the dough into an 8-inch circle and cut into 10 wedge shapes.
7 Place the wedges on prepared baking sheet.
8 Brush the skim milk over the wedges, then sprinkle with the 2 teaspoons of sugar.
9 Bake for 15 minutes.
