1 Preheat the oven to 375 degrees. Line a baking dish with foil and spray the foil with the cooking spray. 2 Combine the orange and lemon juices, lemon zest, ginger, salt, and pepper. 3 Place the grouper in prepared pan and pour the juice mixture over it. 4 Bake for approximately 10 minutes or until the fish flakes easily. 5 Remove the grouper from the oven, transfer to a serving dish, and keep warm. 6 Pour the cooking liquid into a large saucepan and bring to a boil. 7 Blend the cornstarch into 1/4 cup cold water until smooth, pour into a saucepan while stirring constantly. Stir until the mixture thickens slightly. 8 Remove the pan from heat. Place the pepper strips in the sauce, stir to coat, cover and steam 5 minutes, just until crisp tender. 9 Pour the sauce and the pepper strips over the grouper and arrange the pepper strips.
