1 Preheat oven to 400°F. 2 Mix the onion, olive oil, 1/4 teaspoon rosemary, garlic, and orange peel in a 13" x 9" baking dish. 3 Bake, uncovered for 10 minutes or until onion begins to brown, stir once. 4 Add tomatoes and capers, bake 5 more minutes or until it thickens. 5 Add orange juice, peppers, and place fish on top. Sprinkle remaining 1/4 teaspoon of rosemary on top. 6 Spoon some of the tomato mixture on top of fish to prevent drying out. Bake until fish flakes easily with fork, about 10 minutes. 7 Discard orange peels. Sprinkle with olives and serve.
Additional Information
Serve with green beans and roasted red potatoes.
