I already know the risk factors for CVD, my most recent HbA1c is 5.4 . Am I too low ?

Congrats on achieving excellent blood glucose (sugar) control! Most people without diabetes have A1C between 4-6%.

A1C readings are three month blood sugar averages. A1C targets vary with each person. The American Association of Clinical Endocrinologists (AACE) recommends that A1C be under 6.5%.
