My child is 8 yrs old and weighs only 63 lbs. I want to give him a cold med that will not cause a spike or low.

I would suggest a children's cold product in tablet form; many liquid preparations contain sugar. Chewable tablets are often sugar free or have less sugar content. Cough suppresants and decongestents are usually alright for temporary use for a cold. Always check with your health care team for reccommendations and proper dosing.
