Hypertension does not cause diabetes, however it may be part of the metabolic syndrome which increases ones risk for type 2 diabetes.
Genetic susceptibility and environmental factors (nutrition, obesity and physical inactivity) set the stage for impaired glucose tolerance (IGT). Insulin resistance, hyperinsulinema, low HDL cholesterol and high triglycerides are evidenced as a result of IGT.
Ongoing hyperglycemia leads to the onset of type 2 diabetes, at which time atherosclerosis and hypertension may develop. Of course the ongoing hyperglycemia will lead to the long term complications of diabetes, disability and death.
