Each diabetic is different. For me, 60 is not real low and I would eat the snickers bar WITHOUT taking insulin to raise the BG. With that said, chocolate is not the best thing to use if you are trying to raise a low bg quickly. Because chocolate is fat it will take longer for the bgs to rise. He will most likely continue to drop for a while until the chocolate kicks in. This might make him eat more than he needs and he'll end up with a rebound high. There are other options like oj, milk, coke, glucose tabs, etc. that will work faster to get bg's back into the normal range. If he is not feeling the symptoms of the low maybe he would be ok with the snickers bar taking longer to bring him back up.

I would not think so. He needs the insulin. I mean it will raise the blood sugar...This is not expert advice...you should probably talk to his doctor since his doctor knows him better than I.
