"keep getting blisters on heathy foot. pre diabetic"

When you say you are getting blisters on your "healthy" foot, I assume you have some neuropathy or other problem with your other foot. I think what could be happening is because you may not be able to use one foot properly, you favor the other and this predisposes you to the blisters. A podiatrist may be able to troubleshoot this problem for you.
