In general, the more processed the grain, the greater the impact on your blood sugar. Imagine what happens when you add the oats to boiling water. Instant or quick oats very quickly become a pasty, smooth texture. Rolled oats take longer and maintain some of their oat shape. Steel cut take the longest to cook and have soft, chewy nuggets remaining. Steel cut will raise your blood sugar the least, and quick/instant oats may cause it to spike.
