"When should a person with diabetes see an optometrist and when should they see an opthamologist?"

I am the friend of a type 2 diabetic and I always go to an opthamologist for my eye care. My dr told me that people over a certain age should see an opthamologist and especially someone with diabetes. My friend refuses to believe this is true. What is the correct answer?
