Chapped and dry eyelids are typically due to eczema or psoriasis. However, this can also be due to a staph infection of the eyelids. I would recommend that your husband consult an eye doctor or perhaps, more specifically, an eyelid specialist, to ensure correct diagnosis and treatment. If the problem is eczema, over-the-counter 1% hydrocortisone applied twice daily to the affected area for a 3-5 days does the trick (however, if there is an infection, this treatment can make things worse).
